The Blue MetaDomain at Expo 2025 Osaka
An Oceanic Shift in Strategic Innovation and Intelligence
Osaka, 30 June 2025 – Diotima Society has officially presented the Blue MetaDomain (BMD) at Expo 2025 in Osaka, introducing the world to a pioneering framework that reimagines the Ocean not as a passive resource, but as an intelligent and dynamic actor in global development.

Developed by Diotima Institute within the framework of The Transition Institute (TTI) – a joint initiative led by the Municipality of Genoa, the University of Genoa, and Diotima Society – the Blue MetaDomain positions Genoa at the heart of a new, systemic model of oceanic governance. The project integrates cutting-edge technologies, data ecosystems, distributed AI and strategic capital flows, creating a living architecture capable of generating and certifying multi-dimensional value.

The BMD introduces an operational and conceptual leap: the ocean becomes a domain of real-time intelligence and co-evolution, enabling unprecedented interaction between natural ecosystems, digital infrastructure, and human agency.

The participation of Diotima Society at the Osaka Expo – including its presence within the Blue Ocean Dome, a key innovation hub for maritime futures – marks an important milestone in establishing transnational alliances with Japanese industries, foundations, and coastal cities. The initiative has been welcomed with great interest and enthusiasm by regional stakeholders, recognising its potential to place Liguria and Genoa at the forefront of a new geo-economic scenario.
At the heart of the project lies the future Blue Theater: the physical and symbolic headquarters of the Embassy of the Ocean on Land. Designed to be located within the Waterfront di Levante, the Blue Theater will be an immersive, high-tech space for exhibitions, simulations, and collaborative design processes focused on the future of the Blue Planet.

As Paolo Zanenga, project leader at Diotima Institute, stated during the launch: “With the Blue MetaDomain, the Ocean is no longer something to be merely protected – it becomes a cognitive and strategic ecosystem with which to co-evolve.”

The Blue MetaDomain also paves the way for Genoa’s central role in the Pure City Alliance – a global network of coastal cities committed to transforming the relationship between urban intelligence and marine ecosystems through shared governance models and next-generation infrastructures.
