Fincantieri and the cognitive infrastructure of the deep

On 6 July 2026, Fincantieri announced four transactions in the underwater sector, with an initial investment of approximately €600 million. The agreements involve Next Geosolutions, WSense, Graal Tech and Defcomm, companies specialising respectively in marine survey and geoscience services, underwater communications, autonomous underwater vehicles and autonomous surface vehicles.

Through these acquisitions, the Group brings together eight centres of excellence and approximately 1,500 professionals within an integrated industrial platform spanning hardware and software, telecommunications and services. This represents a significant development from both an economic and an industrial perspective.

The most interesting signal, however, concerns the form this new system is beginning to take.

From technology to orchestration

The acquired capabilities cover different stages of the same process: observing and mapping the underwater environment, collecting and transmitting data, deploying autonomous vehicles, and coordinating platforms and operations. Their value increases as these capabilities begin to work together.

The underwater domain can thus become a readable and connected environment, in which different systems contribute to building shared operational knowledge. The decisive shift lies in orchestration: the ability to transform a multiplicity of signals, infrastructures and actors into a coordinated capacity for interpretation and action.

This is where an industrial platform can evolve into a true cognitive infrastructure of the deep.

A new technical constitution

The underwater domain contains global communication cables, energy infrastructure, resources, strategic routes and defence systems. Much of this environment remains unexplored, while its geopolitical and economic relevance is growing rapidly.

Those who build the tools through which this space is observed, connected and governed also help define its operating conditions: what can be known, which actors can interact, and how information can guide decisions.

In this sense, the integration pursued by Fincantieri goes beyond the traditional logic of technology supply. The Group has stated its intention to evolve towards an Underwater as a Service model, capable of supporting the entire lifecycle of underwater activities: from observation to maintenance, from infrastructure protection to the management of operations.

The value of relationships

The nature of value is also beginning to change. Ships, sensors, drones and platforms naturally retain their central role, but strategic advantage increasingly depends on the quality of the relationships connecting them: the continuity of data flows, coordination capabilities, and the speed at which the system learns and responds.

Efficiency becomes a dynamic property of the system as a whole. It can be observed over time, measured, certified and transformed into a new economic lever. Value therefore tends to shift from individual assets towards the system’s ability to produce knowledge, anticipate critical conditions and improve its performance. The underwater domain is emerging as one of the first environments in which relational knowledge can become infrastructure, strategic capability and a tangible form of governance for complex systems.

How, then, can a complex environment be governed through distributed knowledge? How can physical infrastructure, digital systems and decision-making processes be connected? How can the value generated by their interaction be measured?

This is precisely the territory addressed by the concept of the MetaDomain developed by Diotima Society: making the value generated by relationships visible and designing institutions capable of learning alongside the ecosystems in which they operate. The direction taken by Fincantieri therefore intersects, in a particularly significant way, with the vision that Diotima Society is developing through the Blue MetaDomain.
